Shocking Allegations About Ohio Charter Schools Tied to Controversial Turkish Leader

On the heels of an FBI raid of several Horizon-Concept charter schools in Ohio, several former teachers and employees have come forward to make shocking allegations of inflated test scores and falsified attendance records, racist and sexist behavior by Turkish teachers and administrators, and sexual harassment and abuse that went unreported by administrators. At a State Board of Education meeting last week, former employees described not only low educational standards, but also an atmosphere of intimidation — American teachers feared Turkish administrators who fired teachers at the first sign of disloyalty while Turkish teachers were promoted, often despite poor job performance. The charter schools, associated with the Turkish Gülen movement and its controversial leader, Fethullah Gülen, promote Turkish language and culture and many of the schools are known for their academic excellence.

Richard Storrick, who taught at Horizon Science Dayton High School for two and a half years, told members of the state school board about a “sex game” that went on in the middle school classroom of a Turkish teacher, saying that standards differ “whether you are from Turkish descent or of American descent.” Storrick said that no action was taken when the director of the school was informed about the game and in fact, the teacher was re-hired the next year and given additional responsibilities.

Storrick also said that Turkish students were treated differently than American students. “If you were a Turkish student, you knew you could get away with misbehavior, including fighting, and be back the next day. Turkish students were permitted to skip class or school with no repercussions,” Storrick said. Turkish teachers called African American students “dogs” and “monkeys.” Another teacher at the same school, Timothy Neary added, “Racism was an issue. Black kids would be disciplined much more severely than Turkish students. If there was a fight in school, the Turkish students would be back the next day. Many of the black students would get severe consequences.” He also said that sexism was a problem. “It was almost gross how they’d talk to women. They’d tell them to not talk or cut them off in midpoint,” Neary said, adding that the majority of teachers fired were women.

Kelly Kochensparger, who served as the Dayton charter school’s public communications director in addition to her teaching duties, said that middle school students were caught on tape engaging in oral sex. School administrators notified neither the parents nor the authorities, preferring to focus on maintaining the school’s positive image instead, she said.

Matt Blair, a former teacher at the Horizon Academy in Dayton, alleged that there was cheating on state achievement tests. “School officials were filling in bubbles on standardized tests. They claimed that it was because students didn’t fill in circles dark enough.” Richard Neary, who taught at the same school said, “Even though standardized tests are supposed to be taken and locked in a secure place, that did not always occur, if ever.” Neary added, “All the tests would go into one room, with one Turkish administrator behind a locked door and nobody would ever see the tests again.” Board member Mary Rose Oakar noted that most of the Concept schools had very high test scores. “If would be very disturbing if there was cheating going on to get these ratings,” she said.

Neary also said he suspected the school was falsifying attendance records. “School administrators clearly lied about attendance. I can honestly tell you never once did I have a full classroom with my roster with every single student, yet they reported to you a 97% attendance rate,” he said. “I guess that’s an easy one to fudge.”

State Senator Peggy Lehner (R-Kettering), who was in attendance at the state school board meeting, asked what percentage of the teachers were Turkish, noting that she had never seen any during her visits to the schools. One of the teachers explained, “They come over on visas that say they need to teach math and science. Yet they’re teaching gym, they’re treasurers, they’re administrators, they’re guidance counselors, they’re IT. Since when did we have a lack of gym teachers in the state of Ohio?” he asked. One teacher explained, “Sometimes they hide behind — I’m being honest — in closets that are made into offices. So no, you wouldn’t have seen them. And many times when people — dignitaries — come in and things like that , they would ask one of [the American teachers] to be the hand shakers and introduce people and talk.”….

….The WOT is now officially over, except for low-level responses like drone strikes and targeted intelligence operations. But what if it’s not? What if the president declared victory with the enemy still rampant in the field? In retrospect, the major strategic miscalculation of the Obama administration may have been a failure to anticipate that the terror threat would evolve. Their implicit assumption was that the jihad would remain at the al-Qaeda 1.0 level indefinitely. They never imagined it would mutate and they would have to take the very roads that they proscribed.

Kitfield’s sources think that something’s up, though nobody is sure what it is. “As a number of ascendant terrorist groups jockey for primacy, U.S. intelligence experts also fear they will compete for legitimacy by launching spectacular attacks on the West, the coin of the realm when Islamic extremists compete for followers and funds. Given the number of European jihadists now fighting in Syria and their proximity to the continent, the first blow may well fall in Europe, but no one can be sure. What the U.S. and Western intelligence agencies share is a vague foreboding that they are about to be blindsided.”

So where’s the attack?

If a major terrorist offensive begins against the West, the response will be hampered by the politics of preclusion. It has been the political strategy of the left since 2001 to denounce certain measures as ipso facto illegitimate. Conventional military operations, profiling, immigration controls, coercive interrogation, etc. were characterized as war crimes and/or politically unacceptable because of the widespread belief that the al-Qaeda version 1.0 could be handled by intelligence and police action, or the threat was confined to countries like Israel or the United States. Israel faced a much higher threat level and responded with higher intensity measures that were branded as apartheid or warlike.

This has created ready-made sanctuaries. But such sanctuaries will stand only if the political balance in the West remains fundamentally unchanged. An al-Qaeda 2.0 onset turning Europe into Israel would vastly reduce the zone of preclusion.

The challenge in deciding whether to attack Europe and the U.S. either separately or together is how to preserve preclusion for as long as possible. Attacking simultaneously in both places may collapse preclusion globally. The fundamental problem in jihadi grand strategy is managing the Western political response. Since the West can be overcome only if it is defeated in detail or brought down all at once, it is important to keep the sanctuaries open until the very last. In every scenario where the West cannot be conquered outright, it is vital to prevent unmanageable political blowback.

The major reason for the absence of large-scale attacks despite the growing jihadi capability is they are not yet sure what the response will be. Ironically, it may be the fear of Europe that is holding terror back. European politics can be far more volatile than American politics. The flip side of the soft left in Europe can be the very hard right.

British regulators placed five Muslim-dominated state schools in Birmingham under “special measures” after inspectors found that pupils there were being systematically exposed to radical Islamic propaganda.

Ofsted, the agency that regulates British schools, carried out emergency inspections of 21 primary and secondary state schools in Birmingham after a document surfaced in March 2014 that purported to outline a plot—dubbed Operation Trojan Horse—by Muslim fundamentalists to Islamize state schools in England and Wales.

The inspection reports, which Ofsted made public on June 9, show that Muslim hardliners are indeed seeking to run at least five state schools in Birmingham according to a “conservative Islamic perspective.”

Sky News reported on June 3 that senior leaders at three schools in Birmingham alerted the government more than two decades ago about the rising influence of Muslim extremists in the school system, but that their concerns were dismissed because of political correctness.

Separately, the BBC reported on June 2 that Birmingham officials were warned that hardline Muslims were trying to extend their influence in Birmingham schools as early as 2008. Again, no action was taken.

On June 16, a new law entered into effect that makes forced marriage a criminal offense in England and Wales and is punishable by up to seven years in prison. The law also makes it a crime to breach a so-called Forced Marriage Protection Order (issued by courts to prevent people from being married against their will). This crime now carries a penalty of up to five years in prison.

In addition, the law makes it a crime to take British nationals overseas with the intention of forcing them to wed, even if the forced marriage does not ultimately take place. It is estimated that every year, hundreds of British girls are being taken out of school and flown abroad to be married, sometimes to men who may be two or three times their age.

Research commissioned by the UK Department of Education estimates that between 5,000 and 8,000 young women in Britain are the victims of forced marriages each year. But some charities say the actual number is far higher: many victims are afraid to come forward.

The BBC reported on June 12 that some Muslim families have begun hiring bounty hunters to track down the victims of forced marriage who try to run away. In one instance, parents in Scotland paid a gang to trace a 17-year-old woman who ran away from home after she was told she had to marry in Pakistan. The bounty hunters eventually found her and fearing for her life, she went through with the wedding in Pakistan.

Meanwhile, a radical Islamic group edged closer to building one of the world’s largest mosques in London after a star Muslim opponent of the controversial mega-mosque was intimidated into silence.

Tablighi Jamaat — a fundamentalist Islamic sect opposed to Western values such as democracy and equal rights, but committed to “perpetual Jihad” to spread Islam around the world — is fighting a no-holds-barred battle to build a massive mosque complex in West Ham, a neighborhood in the East London Borough of Newham….
